Get to 65, don't bother with gear before that. Do the easy instances like sauro/orb then work your way up. WebAll that being said, Instigation is a crock. It's barely better than WoI and contributes maybe a 3-5% DPS increase over WoI. I only do Steel Wall Bastion, Lost Rentus Base and Abyss fortresses, and I like doing them as fast as possible, hence the Attack Melody. You mentioned Harmony of Desolation because of PvE. Personally I greatly dislike.
