It was developed to be more robust (hence the name) than xcopy and essentially replaces xcopy. Webrobocopy will only do as much as the permissions you're running it under will let you. And for most legacy file servers that have existed for 10+ years, that means there will be directories that you (and thus robocopy) are denied access to. And, depending on switches, you are not copying the appropriate metadata.
