Detroit also says that a new "scuff plate" MUST be installed to prevent the bolts from loosening.

I suspect whoever compiled it confused lbs/inches with lbs/ft because for a 1/4 UNF bolt of standard grade I would expect no more than 10-15 lbs/ft to be used.
